Historical Background

Name of Conference: International Conference for Itinerant Evangelists (ICIE)

Alternative organizational names: Amsterdam '83

Dates: July 12-21, 1983

Location: RAI Conference Center, Amsterdam, the Netherlands

Participants: Participation was by invitation only. Selection committee, assisted by suggestions from church leaders in all parts of the world, issued the invitations. The committee attempted to invite people involved in evangelism at a grass roots level and to avoid over-representation by ministries from North America and Europe.

Background: In 1981, Billy Graham and the staff of the Billy Graham Evangelistic Association (BGEA) began to plan for an international conference of evangelists. The purpose was to bring together men and women who were involved in preaching the Christian Gospel of salvation through Jesus Christ. As finally refined and stated in the program booklet of the conference, the objectives of the meeting were:

1. Fellowship among those involved in itinerant evangelism.
2. Exchange of ideas and information concerning methods of evangelism, follow-up, and discipline that God is using in various parts of the world.
3. Study of the theology of evangelism, especially in light of growing confusion about evangelism's nature and necessity.
4. Study of related concerns (like sermon preparation, giving an evangelistic appeal, finances, crusade preparation, reaching special audiences and use of new technology) through seminars and study programs. 5. Inspiration and greater commitment to the evangelistic task God has given us."

Two important intentions of the conference to provide evangelists encouragement and a chance to develop networks for support and fellowship with others from their country or region. A little under 3,871 people attended from 133 countries (North America - 857, Asia - 836, Africa - 750, Western Europe - 651, Latin America and the Caribbean - 452, Oceania - 106, Eastern Europe - 102, and the Middle East - 87). There were also 263 staff, 405 stewards or volunteer assistants, 345 accredited members of the press, 275 special guests. Campus Crusade for Christ International provide significant assistance to the BGEA on this conference, seconding Paul Eshleman to serve as program director and providing several speakers for the program.

Budget: As of June 1983, the actual cost of the conference was $8,778,900 (US currency). A large portion of this was donated by the BGEA, while the rest was raised from individual donors. Some revenue was raised by exhibitors fees and other sources. A little more than forty-four percent of the budget went for partial subsidies for itinerant evangelists who would have otherwise been too poor to attend.

Program: Because the attendees at the conference had all levels of formal and informal education, as well as widely varying experience, the program of the conference was intended to provided a basic training in theological and practical aspects of evangelism, as well as special sessions on specialized topics. Several plenary sessions were held almost every day at which the entire conference listened to addresses on important topics affecting an evangelist's work. Before each evening plenary session there was also a time for singing, sharing and prayer. There were three sets of designated workshops on message preparation, the invitation and follow-up. These were led in a variety of languages, by speakers who were well known and familiar with the particular needs of evangelism in a particular region of the world. There were also over a hundred optional workshops on specialized topics. Many of these workshops as well were offered in more than one language. On July 17, arrangements were made for all the attendees at the conference to spend at afternoon at beaches, parks and other nearby sites witnessing to people one on one.

Dozens of Christian organizations had exhibits at the conference to inform the attendees about their ministry or to describe services they had to offer. There were also arrangements made to make available to interested participants professional counseling on the development of their ministry and individual counseling for spiritual, personal or family difficulties they might be experiencing.

A separate program for the spouses (in almost all cases wives) was also offered. This included workshops on some of difficulties faced by an evangelist's wife and family and tours of local sites.

Staff: The Billy Graham Evangelistic Association created an executive committee, chaired by Walter Smyth, to oversee the preparations for the conference. Anonymous selection committees made the final decisions on who to invite. A program committee, chaired by Leighton Ford, determined the contents of the program and the speakers. A full-time staff, led by executive director Werner Burklin, was working in Amsterdam from early 1982 on to handle all the physical arrangements, as well as processing the registration forms of participants and plan the details of the program. During the conference itself, volunteer stewards helped with many of the basic tasks involved in keeping the conference functioning and assisting the participants. Other information: A second, larger conference, sponsored by the BGEA and on the same model as Amsterdam '83, was held in 1986 in Amsterdam. It was also called the International Conference for Itinerant Evangelists and is commonly called Amsterdam '86.






Scope and Content

The paper material in this collection consists mostly of the files of the staff who prepared for the Amsterdam '83, along with a few files of men who were on the executive committee of the conference. This includes correspondence, telexes, memos, minutes of meetings, reports, conference notebooks and programs, manuals, news releases, mailing lists, registration forms, newsletters, and other materials. The collection also contains audio tapes and videos tapes that include almost all of the plenary sessions and most of the workshops.

The collection is divided into six series, some of which are further divided into subseries. This is a formalizing by the archivist of the general arrangement that the records seemed to be in when received. In some cases, the order had to be guessed at by the archivist. Duplicates were in most cases discarded.

There is relatively little in the collection on the participant selection process, which was done by anonymous committees. Much of what information there is is in subseries B of series IV. (See especially folder 38-4; there is also some information in series II in folder 4-3.) Nor is there one overall, complete list of the delegates, although one could probably be put together from the information in subseries B of series IV, which includes the computer printouts of various lists of delegates to be found in oversize drawer 32 (see the location record for oversize materials). There is also relatively little on fund-raising and finances, although copies of conference budgets can be found in various places, including folders 3-2, 39-8, 15-7, 39-13, 41-15, 41-16, and the fund raising plan developed by Henry Holley in folder 44-3 (some of Holley's regular reports to the executive director are in folder 8-1.)

Series I: Conference Notebooks and Programs

Type of documents: The conference notebook contains maps of the RAI convention center, information on workshop times and locations, and worksheets for the participants to fill in responses to the questions and suggestions asked at the various plenary sessions and workshops. The emphasis in the notebook is on having the evangelist determine his personal response to the presentations he heard at the conference. The conference program contains information on the background and purpose of ICIE, lists the times of the principle events of the conference (although none of the women's program developed for the spouses of registrants is included); summaries of the workshops; helpful information on travel, meals, and the Amsterdam location; lyrics of songs that would be sung during the plenary session; brief biographies of speakers; a bibliography of recommended reference books; information on exhibitors; and a list of staff.

Notes: There is a notebook and program in each of the official languages of the conference: Arabic, Chinese, English, French, German, Japanese, Korean, Portugese, and Spanish.

Notes: This series contains the records of Werner Burklin and his immediate staff. The documents are concerned with Burklin's overall responsibility for the arrangements of the conference, as well as his participation in the planning of the program, the invitation of delegates, liaison with prominent Dutch religious and communication leaders, and coordination with the activities of conference's executive committee and various senior BGEA executives.

Exceptional items: Particularly helpful is the set of chronological files of Burklin's correspondence, which can be found in boxes 4 through 7. Some of the early pre-conference planning and arrangements materials are in boxes 122 and 123. For example, the materials in folder 122- 4 are from the Washington D.C. consultation held in early 1982 on the purpose and program of the conference. Other files contain reports on similar conferences which could be used as models, such as the Consultation on World Evangelization in Thailand in 1980 (Folder 122-7) . The reports that Burklin received from the various heads of departments at regular intervals are in folders 7-8 through 8-1. (See folder 13-4 for reports on the prayer effort. More material is in folders 51-13, 66-1). Minutes, reports, and correspondence of the executive committee are in folders 8-10, 9-1 and 9-2 (see also 7-7). Folder 9-3 contains a notebook with early (1981) memos on the plans for the organization of the conference and the conference staff. A handy summary, prepared for the use of staff, of the major polices for decision making is in folders 7-2 and 10-15. Folder 12-8 contains organizational charts which layout the hierarchy of the conference staff and committees. (See also folders 46-5 and 68-10.)

Samaritan's Purse was very active at the conference, helping to provide clothing and other materials for some of the evangelists. Material on this organization's work can be found in folder 14-1. (See also folders 22-5, 23-1, 33-1.)

The archivist also arbitrarily included in this series the correspondence, memos, and reports of T.W. Wilson, a vice president of BGEA and a member of the conference's executive committee. His materials in folders 15-5 through 15-7 document his participation in the conference from its beginning and most of the major decision making in regard to invitations, programs, finance and follow-up.

Notes: After the conference, Jones was the person at the BGEA's Minneapolis headquarters who handled most of the follow-up correspondence - someone had received his copies of the workshop tapes, someone else inquiring if there would be another conference and who would be invited, someone else writing to describe what the conference had meant to him or her.

Notes: The administration department handled most matters dealing with physical arrangements such as transportation or printing or the conference facilities. This subseries contains the materials relating to arrangements as well as some files from other departments, such as the materials on the recruitment and work of volunteer stewards.

Exceptional items: Folders 25-5 through 26-3 contain in chronological order the outgoing correspondence of the director of the administration department. (A chronological set of memos are in folders 28-1 through 28-4.) Regular progress reports on the work of the department are in folder 30-22. The department head of the conference staff met regularly in order to plan and iron out difficulties. These meetings were called the Inter-Departmental Coordination Sessions (IDCS) and reports on these meetings are in folder 27-5. Another set is in folder 64-8. Folder 29-1 through 30-21 contain the personnel files for most of the conference's full-time staff. The forms and form letters in folders 26-7 through 26-9 are also helpful in understanding the staff's work. Folder 25-3 contains materials on the computer programs used by the conference staff and some of this data may be helpful in interpreting the printouts in the collection. Also helpful for this purpose is the material on computer printouts in folder 36-1. Box 33 and folder 24-1 contain material on the recruitment and work of the volunteer stewards.

Subjects: Biographical statistical information on attendees of the conference

Notes: The registration staff was originally a subdepartment under the administration department, although before the conference it was actually moved over to the Executive Office, under associate director Bob Williams. Registration was responsible for sending out the invitations to the conference, handling the necessary forms for confirmed attendees, supervising the registration of participants during the conference and preparing statistics on the numbers and types of people attending.

Exceptional items: A manual outlining the process of registration can be found in folder 37-11. The registration director's correspondence in chronological order is in folder 35-6 and her memos in chronological order are in folder 37-3. Pre-conference statistical reports on the numbers and types of people invited and registered are in folders 38-3 and 38-14. Of particular interest and value are the registration forms of the participants which are in boxes 75-110. These thousands of applications, in many different languages, contain some basic information on each possible individual to be invited to the conference, as well as their own brief testimony of their Christian faith and a few comments on their methods of evangelism and follow-up. It is in effect a group biography of thousands of evangelists. They are arranged by region and within each region by application number. Apparently numbers were assigned to applications as they were received. These are only the applications, apparently, of those people who were invited to attend, which was only a small fraction of the applications received. Additional information on the work of the registration staff can be found folders 32-2, 32-3, 33-4, 41-6, and 70-12. Folder 36-6 contains information to the invitations sent to church leaders in Communist countries. (Other material on this topic is in folders 44-7 and 63-5.)

Notes: Leighton Ford was chairman of the committee in charge of determining the content of the conference's program - the main addresses during the plenary sessions, the praise and worship services, the workshops, the afternoon of witnessing, the spouses' program. His files reflect the work of the committee and his liaison with the conference staff and senior officials of the BGEA.

Exceptional items: The Amsterdam Affirmations were statements on the ministry and responsibility of an evangelist. They were worked out by program committee members, staff and some outside consultants before the conference and were affirmed verbally by the participants at the congress at the last plenary session. The Affirmations, with explanatory text, was published by the BGEA as A Biblical Standard for Evangelists in 1984. The process of developing these statements can be traced in folder 39-5 (see also 4-12).

Subjects: The program of the conference, especially the appropriate subjects to be covered in the conference; that is the topics that would be most beneficial to evangelists at the grass roots level. Much material on basic principles of evangelism.

Notes: This subseries consists largely of the files of the program director, Paul Eshleman, and his staff, with a great deal of material as well from the Program Committee, headed by Leighton Ford. The program staff planned the content of the plenary sessions and workshops, invited speakers and laid out the formats for their presentations, and arranged for the translation of the plenary sessions and some workshops.

Exceptional items: Program director's correspondence files are in folders 42-2 through 43-2. Memos are in folders 49-18, 49-19 and telexes are in folders 55-9 through 56-4. Folder 47-15, 50-10, 50-12, 52-5, and 53-6 contains notes on the purpose of the conference. Folder 52-1 contains the outline for the program planning process. Program committee materials are in folder 52-3. Although material on the program for different types of events during the conference are scattered all through this subseries, here are the location of folders with much of the information on particular types: plenary sessions - folders 51-7 through 51-12; workshops - folders 43-9, 47-9, 51-16, 53-4, 57-5 through 59-1; exhibits - folders 43-8, 44-12 through 45-36. As part of the planning process, the program staff considered the basic principles of evangelism. Materials discussing this topic can be found in several places, especially folder 51-17. Files on the organization and supervision of translation can be found in folders 48-1 through 49-5, 57-1. The conference also had facilities for evangelists' professional consulting and personal counseling. Folders 41-25, 47-17, 46-2 and 53-10 contain information on this aspect of the conference.

Leighton Ford and Paul Eshleman sent out a mailing to hundreds of evangelists and church leaders in 1982, asking what subjects should be covered at the conference. Folders 46-9 to 46-11 and 52-4 contain the information about the mailing and the responses that were received. During the conference a survey was taken among the attendees about their evangelistic work and personal soul-winning. The results of this survey are in folder 55-7.

Most of the registrants at the conference were men and many of them brought their wives with them. A separate "women's program" was prepared for these spouses, including sessions on the challenges of being an evangelist's wife. Folders 47-10 and 57-4 contains material on the planning and content of this program, as well as biographical information on speakers who were involved, such as Vonnette Bright, Martha Davidson, Jean Ford, Ruth Bell Graham, Martha Hoke, Minnie Jane Johnston, Mera Kivengere, Pat Palau and Mary Helen Wilson. After the conference, heads of the various departments wrote reports evaluating the strengths of their part of the conference and what could be learned for future conferences. Several of these evaluations can be found in folder 53-10. The program director's report is in folder

Notes: The records of the communication department reflect the staff's responsibility for preparing the press releases before and during the conference, the conference newspaper and bulletins, and the recruitment and supervision of the reporters that came to the conference, mostly from Christian publications.

Exceptional items: The outgoing correspondence of the communication director (Ed Plowman) in chronological order is in folders 60-9 to 60-10. The same correspondence in alphabetical order is in folders 60-6 to 60-8. His memos, in chronological order, are in folders 65-3 and 65-4 and outgoing telexes are in folder 73-6. English copies of the dozens of press releases prepared during the conference are in folders 66-3 through 67-2. Pre-conference releases are in folder 67-12. Conference press releases in a variety of languages, including Danish, Dutch, Finnish, French, German, Greek, Portugese, Spanish and Swedish are in boxes 67 and 68. The communication staff also prepared copies for journalists of the speech texts of the speakers in the plenary sessions. Folders 72-5 through 72-7 contain these advanced texts. Folders 61-6 through 62-12 contain material on the daily newspaper (called in the early planning stages the daily bulletin, but eventually named the Daily News) published during the conference. Plans for a follow-up newspaper are detailed in folder 63-7.

There are many folders that contain information about the conference communication staff's supervision of the working press. See in particular boxes 69 and 70. Folders 61-1 to 61-4 contain the applications for credentials from writers and reporters from all over the world, mainly from Christian publications. These often contain biographical details and together form a kind of collective biography. (Another kind of collective biography, that of staff, can be culled from the staff applications in folder 69-8 and the volunteer stewards in folder 74-10.) Plowman and others also traveled extensively to recruit journalists to come and cover the conference. Information on these trips to various continents are in folders 74-1 to 74-6, as well as other places in this series. The press's contacts with Billy Graham during the conference is documented in folder 64-3. Clippings of coverage of events before and during the conference are documented in the clippings in folders 59-10 through 59-15. Folders 63-11 and 64-1 contain articles about (or by) Billy Graham. Apparently as a means of locating publications to invite to the conference, the communication staff gathered together several files of sample Christian publications in several languages. There are files for Asia, Australia, Ecuador, Guatemala, Latin America, North America and Europe, as well as some folders with examples from several areas. These materials can be found in folders 71-1 through 72-3. Folders 63-8, 63-9, and 72-3 contain many of the forms and form letters used by the communication staff.

V1 - Encounter in Amsterdam. (An alternative title apparently was A Vision Imparted: Highlights From the Amsterdam Conference.) Documentary on the Amsterdam 83 conference, including scenes of the arrival of registrants; excerpts from the major speeches, including those of Billy Graham; scenes from the workshops; comments from many attendees about how they were benefitting from the conference, and requests for prayer for the ministry of the evangelists as they return to their country. V2 - Collection of short videos, each about five minutes in length, apparently prepared by Campus Crusade for Christ for use at the ICIE. Each describes briefly a particular type of evangelism: open air meetings, special events (such as movies or sporting events) used to draw in crowds, evangelism through the local church, and evangelism to special groups such as prisoners, refugees, and ethnic groups. Each presentation includes comments from evangelists (almost all non-Western) and scenes of the particular type of evangelism from different parts of the world, especially Africa, Asia or South America.
